The decision is based on the full consideration of the quality and safety measures of Brazilian products, as well as an important initiative to promote economic and trade exchanges between China and Pakistan.

The implementation of this policy is based on a number of inspection and vaccination bases, including the Biosafety Law of the Peoples Republic of China, the Immigration and Exit Animal and Plant Vaccination Law of the Peoples Republic of China and the Implementing Regulations, the Import and Export Food and Feed Additives Inspection and Supervision Management Measures, and the Protocol of the General Administration of the Peoples Republic of China and the Ministry of Agriculture and Livestock of the Federation of the Republic of Brazil on the Import and Sanitary Requirements for Land-based animal protein feed in Brazil, which ensure the quality and safety of imported products and is important for protecting the interests of domestic consumers.

According to the official announcement, the range of imported goods mainly includes poultry-derived protein feed and pork-derived protein feed, such as meat powder, bone powder, bone powder, blood powder and feather powder, etc. The quality of these products will be strictly regulated and inspected to ensure that they meet relevant quality and health standards in China.

In addition, Brazilian exports of land-based animal protein feed production enterprises also need to comply with a range of requirements, such as approval by the Ministry of Agriculture and Livestock of the Federal Republic of Brazil, and production under effective supervision by the Brazilian side, the implementation of hazard analysis and critical control points (HACCP) quality management system or the establishment of a quality management system in accordance with HACCP principles, the development and effective implementation of product tracking and recall systems, etc. These requirements can effectively ensure the quality and safety of products.

The Brazilian export of Chinese land-based animal protein feed production enterprises are recommended by the General Administration of Customs of the Peoples Republic of China in the direction of Pakistan, after the Chinese audit and registration, the registration registration is valid for 5 years, and the change in the registration of production enterprises should be notified and confirmed to the Chinese side in a timely manner.

Requirements for raw materials of animal origin.
Animals originating from raw materials must be born and bred in Brazil, and slaughtered at an officially approved slaughterhouse, and have been tested before and after slaughter, without any legal signs of the disease.
Animals from raw materials cannot be restricted to movement or killed by animal outbreaks.
If the raw material needs to be imported, it must come from a country that has been approved by the Chinese side to allow the export of the raw material to China.
The raw material may not contain anti-grapefruit raw materials, and effective measures must be taken to prevent contamination of anti-grapefruit ingredients.
Animals of the raw material must come from mouthpiece, classical swine fever, African swine fever, swine flu, and highly pathogenic bird flu-free areas.

Production processing requirements.
The raw materials must be heated at a central temperature not lower than 90 ° C for at least 15 minutes, or other equivalent processing methods approved by China.
During the production process, substances prohibited from the use of unknown kinds of animal raw materials and anti-graft animal raw materials shall not be added.
Effective measures must be taken to avoid pollution during production, post-production and transportation.

Production of product requirements.
Products must comply with the requirements of Brazilian laws and regulations and are allowed to be sold freely in Brazil. Each batch of China-transported land animal protein feed will be randomly sampled by the Brazilian side and tested in accordance with the following requirements:
(1) Tested using the polymerase chain reaction (PCR) method or other methods approved by China by Pakistan-approved laboratories, the results do not contain antifungal components. PCR methods detect antifungal component DNA at the limit of 0.1%.
(2) Compliance with the requirements of Salmonella and intestinal bacteria:
Salmonella was not detected in 25 grams of samples: n = 5, c = 0, m = 0, M = 0;
Intestinal bacterial group: in 1 g of the sample: n = 5, c = 2, m = 10, M = 3x102;
n: the number of samples tested;
m: the threshold for the number of bacteria, if the number of bacteria in all the samples does not exceed m, the result is qualified;
M: the maximum value of the number of bacteria, if the number of bacteria in one or more samples is equal to or greater than M, the result is not qualified;
c: The number of bacteria is the number of samples between m and M, and the result is still considered acceptable if the number of bacteria in other samples is less than or equal to m.

(1) Pakistan must issue a veterinary health certificate for each batch of China-transported land-based animal protein feed that complies with the requirements of the Protocol, the certificate must use an official seal and meet the relevant requirements of China.
(2) The packaging should use safe, clean materials, and have good sealing performance, not easy to break.The external packaging should be labeled, and the words such as not for human use or only for feed production are marked.
(3) Importing enterprises, before signing a trade contract, should be in accordance with the relevant provisions of the Import Animal and Plant Vaccination License.When entering the country, the Chinese customs will carry out inspection and vaccination on the goods, including checking whether the Import Animal and Plant Vaccination License is accompanied, whether it comes from the registered Brazilian production enterprises, and whether the health certificate is genuine and valid.
(4) After the inspection of goods qualified for inspection and vaccination, the non-qualified goods shall be disposed of, returned or destroyed in accordance with relevant provisions.
(5) For major safety and health issues, China will notify the Pakistani side that if there are multiple incompetence problems or serious problems with production enterprises, China may take steps to strengthen inspection and vaccination or cancel the registration of overseas production enterprises.
